Overview of Stablecoin Innovation by Major Retailers
The retail industry’s biggest players are leading a quiet revolution in payment innovation. Both Walmart and Amazon are seriously exploring the launch of their own dollar-backed stablecoins, signaling a major shift away from traditional payment networks.
The scale of these companies makes their moves particularly significant:
- • Amazon generated $638 billion in annual revenue in 2024, with $447 billion coming from global e-commerce sales
- • Walmart recorded over $100 billion in global e-commerce sales in 2023, representing 17.8% of their total annual revenue
These numbers represent enormous payment volumes that currently flow through expensive traditional banking channels.
Why Stablecoins Make Business Sense
The financial benefits of stablecoin adoption are compelling for large retailers:
- Cost Reduction: Traditional card networks charge interchange fees of 2-3% on every transaction. For companies processing billions in sales, these fees add up to massive expenses. Stablecoins can reduce these costs to nearly cash-level expenses.
- Speed Improvements: While card payments can take multiple days to settle, stablecoin transactions happen instantly. This faster settlement means better cash flow and reduced operational complexity.
- Control and Efficiency: By issuing their own digital payments tokens, retailers can create closed-loop systems that bypass traditional banking intermediaries entirely.
The move toward Amazon stablecoin and Walmart stablecoin initiatives reflects a broader trend where large merchants are seeking alternatives to costly and slow traditional payment infrastructure. As crypto regulation becomes clearer, these innovations are moving from experimental concepts to practical business solutions.
Regulatory Landscape and the GENIUS Act
Stablecoin regulation is rapidly evolving as lawmakers recognize the need for clear rules governing digital assets. The regulatory environment has been uncertain, but recent legislative progress is providing the clarity that businesses need to move forward with digital payments innovations.
Understanding the GENIUS Act
The GENIUS Act (S.4878) represents the most significant piece of stablecoin legislation currently moving through Congress. This bill has already cleared a crucial Senate procedural vote with strong bipartisan support, passing 68-30. The legislation is now pending final Senate action and House consideration.
The GENIUS Act establishes comprehensive requirements for stablecoin issuers:
- Reserve Requirements:
• 1:1 fiat backing with cash or Treasury securities
• Regular reserve audits to ensure full backing
• Transparent reporting on reserve holdings - Regulatory Oversight:
• Federal and state regulatory supervision
• Capital and liquidity safeguards for issuers
• Anti-money laundering compliance requirements - Consumer Protections:
• Clear redemption rights for stablecoin holders
• Segregation of customer funds from company assets
• Regular stress testing and risk management protocols
Political Dynamics and Industry Lobbying
The legislative process hasn’t been without challenges. Over 120 proposed amendments have been introduced, covering everything from credit card fee caps to trade powers. This reflects the broad interest in crypto regulation across multiple industry sectors.
Walmart has been particularly active in lobbying efforts, specifically supporting amendments related to credit card competition. This aligns with their broader strategy to reduce payment processing costs through both traditional reforms and stablecoin innovations.
The strong bipartisan support for the GENIUS Act suggests that stablecoin regulation is viewed as necessary infrastructure for the digital economy, rather than a partisan issue. This political momentum bodes well for companies planning digital payments initiatives.
Impact on Traditional Payment Systems & Payment Innovation
The emergence of retail stablecoins threatens to fundamentally reshape the economics of digital payments. Traditional card networks currently collect approximately $32 billion annually in interchange fees from merchants across the United States. Stablecoin alternatives promise to reduce these costs to levels that “get very close to cash costs.”
Cost Structure Transformation
The financial impact of this shift cannot be overstated:
- Current System Expenses:
• Credit card processing fees typically range from 2-3% per transaction
• Additional fees for chargebacks, fraud protection, and compliance
• Multi-day settlement periods that impact cash flow
• Complex reconciliation processes requiring dedicated staff - Stablecoin Advantages:
• Near-zero transaction costs for peer-to-peer transfers
• Instant settlement eliminating float periods
• Programmable features enabling automated compliance
• Reduced fraud risk through blockchain transparency
For a company like Amazon processing hundreds of billions in annual sales, even a 1% reduction in payment costs translates to billions in additional profit. The Amazon stablecoin initiative could fundamentally alter their cost structure while providing competitive advantages.
Closed-Loop Payment Ecosystems
Payment innovation extends beyond simple cost reduction. Retail stablecoins enable the creation of closed-loop token networks where companies can transact with suppliers, partners, and customers using their proprietary digital currency.
The Walmart stablecoin concept could work similarly to successful models like the Circle Payment Network:
- Internal Operations:
• Supplier payments using Walmart’s digital currency
• Employee payroll and benefits distribution
• Inventory management and supply chain financing
• Customer loyalty programs with integrated payments - Extended Ecosystem:
• Partner merchant acceptance of the stablecoin
• Cross-border transactions without traditional banking delays
• Automated smart contract execution for recurring payments
• Integration with existing e-commerce platforms
This approach creates network effects where the value of the stablecoin increases as more participants join the ecosystem. Unlike traditional payment networks that extract value through fees, retail stablecoins can create value for all participants while reducing costs.
Settlement Speed Revolution
Traditional card networks require multiple days for final settlement, creating operational complications and cash flow challenges. Stablecoin transactions settle instantly on blockchain networks, enabling:
- Immediate Business Benefits:
• Real-time inventory updates and replenishment
• Instant supplier payments improving relationships
• Immediate fraud detection and prevention
• Dynamic pricing based on real-time cash flow - Customer Experience Improvements:
• Instant refunds and returns processing
• Real-time loyalty point accumulation and redemption
• Seamless cross-border shopping experiences
• Reduced payment failures and declined transactions
The combination of cost reduction and operational efficiency makes stablecoin adoption almost inevitable for large retailers. As crypto regulation provides clearer guidelines, expect accelerated development of these digital payments innovations.
Stakeholder Reactions and Broader Industry Implications
The potential for Amazon stablecoin and Walmart stablecoin initiatives has triggered varied responses across the financial ecosystem. Understanding these reactions provides insight into how the broader adoption of retail digital payments might unfold.
Corporate Interest and Adoption
Beyond Amazon and Walmart, numerous major corporations are exploring similar payment innovation strategies:
- Travel and Hospitality:
• Expedia Group is investigating stablecoin integration for international bookings

• Hotel chains are testing blockchain-based payment systems - Technology Sector:
• Software companies are implementing stablecoin billing for subscription services
• Gaming platforms are integrating digital currencies for in-app purchases
• E-commerce platforms are building stablecoin payment options
This corporate momentum suggests that stablecoin adoption will accelerate rapidly once regulatory clarity is established through legislation like the GENIUS Act.
Banking and Financial Services Response
Traditional financial institutions are responding to crypto regulation developments with a mixture of adaptation and concern:
- Adaptive Strategies:
• Banks are developing their own stablecoin products
• Payment processors are building blockchain integration capabilities
• Credit card companies are exploring digital currency partnerships - Risk Concerns:
• Potential loss of interchange fee revenue
• Systemic risks from rapid payment ecosystem changes
• Regulatory compliance challenges in a shifting landscape
The banking sector recognizes that payment innovation is inevitable. Rather than resist change, leading institutions are positioning themselves to participate in the stablecoin economy while maintaining their customer relationships.
Regulatory and Policy Implications
The success of retail stablecoins could have significant implications for U.S. financial leadership:
- Global Competitiveness:
• Strengthening the USD’s position in international fintech markets
• Encouraging innovation while maintaining regulatory oversight
• Creating export opportunities for U.S. payment technologies - Economic Effects:
• Reduced payment friction stimulating economic activity
• Lower costs for small businesses adopting stablecoin systems
• Increased financial inclusion through accessible digital payments - Monetary Policy Considerations:
• Enhanced ability to track economic activity through blockchain data
• New tools for implementing monetary policy transmission
• Improved understanding of money velocity and circulation patterns
Industry Transformation Timeline
The convergence of corporate interest, regulatory clarity, and technological maturity suggests a rapid transformation timeline:
- Near-term (6-12 months):
• Final passage of the GENIUS Act or similar legislation
• Initial pilot programs from major retailers
• Infrastructure development by payment service providers - Medium-term (1-3 years):
• Full-scale deployment of retail stablecoin programs
• Ecosystem expansion to include suppliers and partners
• Integration with existing financial infrastructure - Long-term (3-5 years):
• Substantial displacement of traditional payment volumes
• New business models based on programmable money
• International expansion of U.S. stablecoin innovations
The stakeholder reactions suggest that while there may be resistance from some traditional players, the overall momentum favors rapid adoption of stablecoin technologies in retail environments. Companies that embrace payment innovation early will likely gain significant competitive advantages.
Future Outlook of Stablecoins

The combination of regulatory clarity through the GENIUS Act, corporate investment by companies like Amazon and Walmart, and technological maturity suggests that stablecoin adoption will accelerate rapidly. Businesses that understand and prepare for this transition will be best positioned for success in the evolving digital payments landscape.
The question is no longer whether retail stablecoins will succeed, but how quickly they will reshape the entire payments industry. The early movers in this space will likely enjoy significant competitive advantages as the technology matures and adoption spreads.
Frequently Asked Questions
Q: What is a stablecoin and how does it work?
A: A stablecoin is a digital currency designed to maintain a stable value by being pegged to a reference asset, usually a fiat currency like the US dollar. Unlike other cryptocurrencies that can fluctuate wildly in price, stablecoins provide price stability by backing each token with real-world assets held in reserve. This makes them ideal for digital payments because users can transact without worrying about value changes between sending and receiving money.
Q: How could Walmart and Amazon’s initiatives impact traditional banking and interchange fees?
A: Walmart stablecoin and Amazon stablecoin initiatives could significantly disrupt traditional banking by redirecting billions in transaction volume away from card networks. Currently, interchange fees cost merchants 2-3% per transaction, generating about $32 billion annually for card companies. Stablecoins can reduce these costs to nearly cash levels, potentially saving these retailers billions while forcing banks to adapt their business models or risk losing market share.
Q: What are the key requirements of the GENIUS Act for stablecoin issuers?
A: The GENIUS Act establishes comprehensive regulatory requirements for stablecoin issuers including: 1:1 fiat backing with cash or Treasury securities, federal and state regulatory oversight, anti-money laundering compliance, regular reserve audits, and capital and liquidity safeguards. These requirements ensure consumer protection while providing the regulatory clarity needed for businesses to confidently invest in stablecoin infrastructure.
Q: How might stablecoins accelerate payment innovation in the retail sector?
A: Stablecoins enable payment innovation through instant settlement compared to multi-day card processing, programmable smart contract features for automated compliance, and the creation of closed-loop payment systems within retailer ecosystems. This allows companies to reduce costs, improve customer experience, and create new financial products that weren’t possible with traditional payment methods.
Q: What regulatory challenges do stablecoin initiatives face?
A: Crypto regulation for stablecoins involves navigating complex federal and state oversight requirements, ensuring proper reserve backing and audit procedures, and maintaining anti-money laundering compliance. The GENIUS Act aims to provide regulatory clarity, but companies must also consider evolving international regulations and potential future legislative changes that could impact their stablecoin operations.
Q: How do stablecoins compare to traditional payment methods in terms of cost?
A: Traditional card networks charge interchange fees of 2-3% per transaction plus additional processing costs, while stablecoins can reduce transaction costs to levels that “get very close to cash costs.” For large retailers processing billions in annual sales, this cost reduction could translate to hundreds of millions or even billions in savings annually, making stablecoin adoption extremely attractive from a financial perspective.
Q: What impact will stablecoins have on small businesses?
A: Digital payments through stablecoins will benefit small businesses by reducing payment processing costs, enabling instant settlements that improve cash flow, and providing access to programmable payment features previously only available to large corporations. The reduced interchange fees and simplified payment infrastructure could level the playing field between small and large businesses in terms of payment processing capabilities.
Q: How secure are stablecoin transactions compared to traditional payments?
A: Stablecoin transactions leverage blockchain technology for enhanced security through cryptographic protection, transparent transaction records, and reduced fraud risk compared to traditional payment methods. The GENIUS Act requirements for reserve backing and regulatory oversight add additional security layers, while the instant settlement feature eliminates many risks associated with multi-day payment processing periods.
Q: What timeline can we expect for widespread stablecoin adoption?
A: With the GENIUS Act having cleared its Senate procedural vote, expect final passage within months followed by rapid industry implementation. Major retailers like Amazon and Walmart will likely launch pilot programs within 6-12 months of regulatory clarity, with full-scale deployment occurring over 1-3 years. Widespread industry adoption could occur within 3-5 years as network effects drive broader ecosystem participation.
Q: How will stablecoins affect international commerce and trade?
A: Stablecoins will simplify international commerce by eliminating traditional banking delays and currency conversion costs, enabling instant cross-border payments at near-cash costs, and strengthening the US dollar’s position in global digital payments. This payment innovation will make it easier for businesses of all sizes to engage in international trade while reducing the complexity and cost of global commerce transactions.

Craig: walmart and amazon are thinking of launching their own stablecoin. stablecoins and meme coins seem to be a thing. everyone's doing their, potentially a trump coin coming out. you know, elon musk has done a bunch of stuff with, crypto tokens. but now amazon and walmart are stepping in with a stable coin initiative trying to disrupt the payments plans. what's happening here, john?
Jon: yeah. so this obviously, this this makes sense. so for those of you that don't know, there's on average, credit card interchange fees in the us are about 1.97 for visa, 1.79 for mastercard, and i think amex is, like, 3.15 or it's ridiculous per transaction. and so, walmart and amazon, they're exploring creating their own let's call them digital dollars for now just to make it easy so people that are to understand. and it could maybe revolutionize how we pay for things, but it also could complicate things if everyone has their own stablecoin. so think of the stablecoin like their own digital gift cards, but they actually work like real dollars. so they can be sent instantly over the internet without going through traditional banks. now this is great for people who use their debit cards kind of thing to spend. but for people that use credit cards and put things on credit, we're gonna have to figure out what that solution looks like. but why does this matter? right? is every time you swipe your credit card, and this is mostly talking about credit cards, though, all these retailers have to pay fees. so for giants like walmart and amazon, this is billions of dollars, annually that they're paying out. so if they create their own digital payment systems, they could potentially eliminate these fees and save massive amounts of money. now the catalyst for all of this is that the us senate just recently passed the genius act, which creates the first ever regulatory framework for stablecoins, giving companies like walmart and amazon the legal clarity they need to move forward. what are your thoughts on this, craig? do you think this is going stablecoins are gonna replace credit cards? i don't think so.
Craig: i like the overall concept, but, you know, how long have we been talking about decentralizing currency? you know, deep, helping funding the debanked and all that stuff. but we come along to an interesting place where it's just too expensive. traditional banking, mastercard, visa institutions have you locked in, and then the companies get a fee and they charge that on top of you. and, say, maybe you're taking, you're not walmart. let's just say you're a regular person, and you're taking payments through paypal or stripe or whatever. they take their other percentages on top of that, and it really starts to add up, and you want to start looking for a new solution. it's kinda like why went, they cut the cord. they went cordless or whatever you wanna call it, for cutting the cable and not having cable as much anymore because it made more sense for them to focus on, you know, just the content they wanted, and they didn't wanna pay all these absorbent fees. now it's changed where, you know, there's so many different streaming services, for example, rather than netflix just having everything, that it's harder. and as they get distributed and it's harder for you to have your content and more and more, it costs more, people will start to pirate more. you know? so because it costs more. so people are looking for alternative methods. and this isn't like pirating, but it is like, hey. we're getting gouged. we're getting high percentages on this, these transactions, and we pay billions of dollars in fees. what would an alternative system look like, and why wouldn't we invest, few 100,000,000 in a new system to replace our billion dollars in fees?
Jon: exactly. right? but, again, people buy things on credit, and that's why they use credit cards. right? because then they don't have to pay it right away. yes. with single coins, you have to have the money to pay for it.
Craig: well, that's not necessarily true. i mean, the transaction happens at a stablecoin level, so there's no bank involved with the transaction. yeah. so, but doesn't mean that whatever that is that or amazon or walmart don't have their own credit institution that allows for these stablecoins to be transferred.
Jon: that's true. yeah.
Craig: so we don't know the system for which they're putting this in because let's face it. we've been part of the crypto community for a long time. yeah. i used to run the cryptocurrency conference. we did monthly events. you know, i had, like, 10, summits and conferences back in, like, 02/2019, and, you know, it's been years since then. still, people were bragging about how you can buy anything of crypto at that time, and it was becoming commonplace, and everyone's doing it. how many people do you know that are actively using it in their day to day life? not trading, not this, that, but using it.
Jon: very few. only those that are heavily in the but, again, this is the natural progression because there's not the infrastructure. i know that when i went to futurist, they had can't remember what coin they were using, but you could pay for things with a certain coin. right? and so the problem is we haven't had the widespread adoption yet, which is why it's a niche market right now. because since this bill got passed, the the genius act got passed, like, even, blackrock a few years ago didn't have any investment in crypto. and now look at how much they have invested in crypto. right? so things are changing. things are growing. not as fast as probably a lot of people would like or as we would have thought, but, it's it's getting there.
Craig: yeah. amazon's 447,000,000,000 in global ecommerce sales would benefit enormously from a stable coin driven cost savings. but the consumer is not ready to deal with the complexity, so it has to be hidden.
Jon: yeah. yeah.
Craig: so it has to be an amazon card, a, you know, starbucks card, or whatever that you just use and you refill. or that's attached to a bank account that just grabs it from your bank and goes, and there's no actual credit card fees or whatever that you you know? but they have to do the invisible technology. if you've gotta constantly be saying, okay. i gotta balance my streams. i gotta convert this coin to that coin. it's changing so rapidly. how do i, you know, i gotta get it out. right? because usually, you know, it's great to have stuff in stable coins, but you usually because only a few people take them, you want them out into cash at some point. so that means you have to convert it into something else usually to get it out. so that's what i mean. they have to build that background mechanism that uncomplicates these things for the consumer or, nothing happens. so if they can build a credit card, like, system that you just get the walmart card that's hooked up to your stablecoin account and you just fill it up whenever or it's attached to your bank account and it just actually does the transfers because it's walmart on the back end, then maybe you got something. but we have to figure out how that whole process is happening. what is the mechanism? are we gonna be building a new, visa slash mastercard company that does all that on the back end for people? because that's probably a fantastic opportunity. yeah. so we'll have to see. and at the same time, people don't want, everything in one. they don't wanna say, okay. i gotta go put money on my amazon account, and i gotta go put money on my walmart account, and then i gotta go put money on my starbucks account, and then i gotta go put money on you know, i don't need 10 accounts. we want one. you know? or
Jon: exactly. yeah. exactly. like, i hope that this doesn't, like, i hope that we're able to find a common ground. but at the same time, it makes sense that these companies would want their own so that they're gonna reap the benefits of having their own stablecoins. right? as opposed to, it's it's like it's like a rewards, like like aeroplan or air miles. right?
Craig: yeah. and interchange fees in the us total approximately $32,000,000,000 annually for merchants. so it's a big chunk of change that two to 3%, takes yeah. 32,000,000,000 in the us. so, you know, being able to, try figure that out. the genius act includes one to one, fiat banking, audit compliance, and consumer protection rules. the stablecoin pilot programs are expected within six to twelve months of legislative clarity. so i guess they're still going back and forth on what does this mean specifically, what does this mean. and so, you know, whenever there's this new kind of movement stuff, there's legalities need to be worked out. if you ever worked in a, highly regulated field or something like this where they just, you know, the rules weren't set yet, but you're working with companies that are working with the regulators and things change. so yeah. generally, if you're open and honest and you document everything, if things change, they give you the breathing room to switch because we've been working on this, and then you decide to go different. great. now give me, you know, whatever to switch, but it takes a while for this stuff to get worked out.
Jon: oh, it does.
Craig: yeah. i'm think it's gonna be several years, just me personally, for legislative clarity. what do you think?
Jon: absolutely. yeah. and speaking of years, i don't know if you remember back in 2019, zuckerberg in baseball. it wasn't called zuckerberg, but it was dubbed libra. whatever happened to that? i know it didn't work out. they abandoned the project, but, like, i i'm just curious because, like, it was huge one day and then gone the next kinda thing. right?
Craig: yeah. and, you know, again, no one wants a 100 different stablecoins.
Jon: yeah.
Craig: so they want the american coin, the canadian coin, or whatever you wanna call it
Jon: yeah.
Craig: that's matched to our currency. you know? don't get me started and say, oh, i'm anti american, anti canadian. i'm just saying. we want something tied to the canadian currency, call it what you want, that you can use anywhere. yeah. it's like when you go to the cne and you can get those cne bucks that you can spend in certain place, but most places don't take them. and or you go to a festival, and a lot of times that used to be the case, but now they've changed it a little bit. but, you know, they you can buy bucks there and use them there, but most places don't take them when they can't use that at the park. and you're like, okay. why would i lock myself in? i have a $100 cash that i can spend anywhere, but now you're saying i gotta put $25 on walmart and $25 on amazon and $25 on starbucks. but if i wanna buy $50 something over here, i don't have enough money now because i spread it around everywhere. yeah. so, yeah, it just but, i mean, i love where this is going because i think at least i believe the banking industry is due for disruption.
Jon: yeah. and, again, this is less about cryptocurrency, and it's more about payment infrastructure catching up to the internet age in my opinion.
Craig: yes. yeah. and this is when things get serious. this is when, when big money starts to say, hey. let's let's build a crypto infrastructure for the average consumer to, wipe out $32,000,000,000 of expenses in our industry. people will spend money, and this will actually start to happen. like, before it was hobbyist. before it wasn't big industry, they were kinda anti this. but now that there's big money behind it, i think we're gonna start to see, consolidation and, forward moving.
Jon: yeah. for sure. i agree. yeah.
Craig: so let us know what you think. you think these amazon and walmart stablecoins are the future? you think there's gonna be one coin? do you think it's another crypto dream and you're gonna stick to your ethereum or, bitcoin? let us know what you think in the comments.
